Step 1: Prepare the Caramel
In a medium saucepan over medium heat, combine the sugar and water. Cook without stirring until a golden caramel forms. Pour the caramel into the bottom of a large cake pan, covering the bottom evenly. Let it cool.
Step 2: Prepare the Flan
In a blender, combine the sweetened condensed milk, evaporated milk, eggs, and vanilla. Blend until smooth.
Carefully pour the flan mixture over the cooled caramel in the cake pan.
Step 3: Prepare the Chocolate Cake
Preheat the oven to 180°C (350°F).
In a large mixing bowl, combine the sugar, flour, cocoa powder, baking powder, baking soda, and salt. Mix well.
