- Preheat the oven: Set to 180°C (350°F). Lightly grease a 9x13 inch (23x33 cm) baking dish.
- Cook the meat: In a large skillet over medium heat, sauté the onion until softened, about 3 minutes. Add garlic and cook for 30 seconds. Add ground beef and cook until browned, breaking it up into small pieces. Drain excess fat if necessary.
- Season: Stir in taco seasoning, black beans, corn, and cooked rice. Mix until evenly combined and heated through.
- Assemble the casserole: Spread a thin layer of salsa on the bottom of the prepared baking dish. Place two tortillas over the salsa, slightly overlapping. Spoon half of the meat and bean mixture over the tortillas, then sprinkle with ½ cup of shredded cheese. Repeat with another layer of tortillas, the remaining meat mixture, and ½ cup of cheese. Top with remaining tortillas, salsa, and the last of the shredded cheese.
- Bake: Cover the casserole with foil and bake for 20 minutes. Remove the foil and bake for an additional 10 minutes, until the cheese is melted and bubbly.
- Rest: Let the casserole cool for 5 minutes before slicing. This helps the layers set and makes serving easier.
- Serve: Garnish with sour cream, avocado, chopped cilantro, or sliced jalapeños if desired.
