Directions
- Preheat oven to 350°F (175°C). Spread the flour onto a baking sheet and bake for 5 minutes to make it safe to eat. Allow to cool.

- For the cookie dough, place butter and brown sugar in the bowl of a mixer. Beat until fluffy, about 2 minutes.
- Add vanilla extract and beat for an additional minute.
- Alternate adding the cooled flour and sweetened condensed milk, mixing on low speed until a soft dough forms.
- Stir in the chocolate chips and M&M’s until evenly distributed.
- Spread the cookie dough evenly into the prepared pan and place in the freezer for 30 minutes to firm up.
- To prepare the topping, melt chocolate chips and butter together in a microwave-safe bowl in 30-second increments, stirring until smooth.
- Spread the melted chocolate evenly over the chilled cookie dough layer and press the remaining M&M’s into the top.
- Chill in the refrigerator for at least 2 hours before cutting into squares. Keep chilled until ready to serve.
