Step 1: Preheat and Prepare the Potato Base
Preheat your oven to 400°F (200°C). In a bowl, toss the potato slices with melted butter and salt. Spread them evenly in a 13×9-inch baking dish, covering the base and sides. Bake for 25–30 minutes until the potatoes are almost tender.
Step 2: Brown the Ground Beef
While the potatoes bake, cook the ground beef in a skillet over medium heat until browned. Drain any excess fat.
Step 3: Layer Ingredients
Layer the cooked ground beef and frozen corn evenly over the baked potato base. In a separate bowl, mix together the condensed cream of celery soup, milk, garlic powder, black pepper, chopped onion, and half of the shredded cheese. Pour this mixture over the beef and corn, spreading evenly.
Step 4: Bake the Casserole
Return the dish to the oven and bake, uncovered, for 20 minutes, until the filling is bubbly and the vegetables are tender.
Step 5: Add Cheese Topping
Sprinkle the remaining cheese on top and bake for an additional 2–3 minutes until melted and lightly golden.
Step 6: Garnish and Serve
Remove from the oven, sprinkle with fresh parsley if desired, and serve warm.
